
Ljubljana, Slovenia, topped Multipolitan’s 2025 index as the world’s most crypto-friendly city, scoring 179, due to favorable regulations, tax policies, and high crypto ownership averaging $240,500 per investor.
The index ranked 20 cities, with Hong Kong (178) and Singapore (148) trailing, while Madison, Wisconsin, was the only U.S. city at 11th (117), showing a stark regional disparity in crypto adoption.
Multipolitan’s methodology weighed licensing frameworks, capital gains tax, GDP per capita, and internet speeds, revealing Slovenia’s edge in digital infrastructure and crypto wealth concentration.
